Fishing and Hunting Legacy Permit
The Fishing and Hunting Legacy Permit (required of most annual license holders) was passed by the 2004
Legislature. The law authorizes the Department to sell a $5 permit that would be used by the Department to purchase, lease, or purchase easements for property
to be used for public fishing and hunting. In 2009, legislation was
passed to incorporate this permit into an annual hunting and fishing licenses.
The permit is required of most annual license holders who hunt, fish or trap, or attempt to take fish or wildlife in any manner.
Anyone hunting, fishing or trapping must possess the Fishing and Hunting Legacy Permit except the following persons are exempt:
- Residents of Oklahoma age
17 and under or 64 and older.

Anyone with any type of lifetime license issued by the ODWC (lifetime hunting, fishing or combination license, does not include lifetime waterfowl).
- Anyone with any type of senior citizen lifetime license issued by the ODWC (senior lifetime fishing, hunting or combination license).
- Residents with a 5-year
disability hunting or fishing license.

Those fishing on Lake Texoma with the Lake Texoma license.
- Any person who is exempt from an annual fishing license is also exempt from the legacy permit while fishing.
- Any person who is exempt from an annual hunting license is also exempt from the legacy permit while hunting.
- Nonresidents age 13 and
under
- nonresidents
age 15 and under from states which do not require nonresidents
fishing license for persons age 15 and under.
The price for all lifetime licenses sold beginning September 1, 2004, including 60 and over lifetimes, increased by $25, with the additional funds
also being earmarked for this program. Once someone buys a lifetime license, they become exempt from the Fishing and Hunting Legacy Permit.
We have been developing
purchasing guidelines that will be presented to the Wildlife Conservation
Commission for approval. We do not anticipate actually purchasing any property
for at least a year as the Commission will need to act on these recommendations,
and we need to see what the revenues will be from the new permit sales.
